One Time Movement Approval Training – DOT 49CFR – FRA Enforced
One-Time Movement Approval (OTMA) training teaches rail shippers and operators how to legally move damaged, defective or non-conforming hazardous or non-hazardous material packages and tank cars. The shipper must complete function-specific hazardous materials training before filling out an OTMA request.
- Regulatory Framework: Understanding Federal Railroad Administration (FRA) guidance rules like HMG-127.
- Package Categories: Identifying loaded, residue, clean, or non-regulated status on railcars.
- Application Process: Step-by-step guidance on submitting requests and securing written consent from participating railroads.
- Record Keeping: Maintaining proper documentation and waybill instructions for office and field crews.
Anyone who is managing the shipment of railcars and is responsible for managing defective railcars at their site.

Commonly Asked Training Delivery Questions
You have a year to use the code to access the training.
You can stop and start and go back to where you left off in the training. You do not have to complete it all at once.
You have an unlimited amount of times to take the final test. You can also retrake the training if needed.
Our webinars are live webinars conducted by an instructor over the computer using a webinar software. Our webinars are private to you and/or your trainees. We setup a date and time that works for both you and our instructor. Our webinars are conducted Monday – Friday. Saturdays are at an additional cost.

Our webinars do not have a limit to how many people. We can do a webinar for one person or more.

We will schedule the training for a day and time that works for you, your trainees and our instructor. Our instructor will come onsite to your location to conduct the training.
We provide LMS training modules of our online computer based training to clients by dispatching it to their learning management system. We can customize the training or even provide provide our standard training for you. We can customize the content to a few of the hazards you are shipping. We would need you to provide the SDS’s of the hazmats that you are shipping and the quantities you are shipping them in. From there we will customize the content to what you are shipping, so the training is relevent to what you are shipping.
