      Act Fast for the Fast Act

       

      The U.S Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) has revised the Hazardous Materials Grant Program and the Hazardous Materials Emergency Preparedness Grant.  The Final Rule aligns with the “Uniform Guidance” of the Office of Management and Budget’s (OMB) Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. It implements new requirements set forth by the Fixing America’s Surface Transportation (FAST) Act of 2015.

       

      The effective date for this Final Rule is March 18, 2019 while voluntary compliance was/is authorized by February 14, 2019.

       

      In a nutshell, the Final Rule aims to streamline the Federal Government’s guidance on grant awards to reduce waste and misuse of Federal funding, all the while lowering the administrative burden of the grant recipient. This revision allows first responders to implement training and planning programs that address differing needs without the hassle and waste of applying for multiple grant applications and a few other things..
