PHMSA FINAL RULE

Fireworks, Firearm Cartridges, and Freedom!
With it being the 250th “birthday” celebration of America, what could be more fitting than the Department of Transportation’s (DOT) Pipeline and Hazardous Materials Safety Administration (PHMSA) publishing a final rule which streamlines the approval process of certain energetic materials (aka fireworks and ammunition). PHMSA released its final rule on June 2, 2026 which is also the effective and voluntary compliance date but has a delayed compliance date of August 31, 2026.
PHMSA believes amending the Hazardous Materials Regulations (HMR) through streamlining the classification and approval process of low-hazard fireworks, revising certain criteria for small-arms cartridges, and designating the PHMSA portal as the hub, will relieve regulatory burdens to the tune of $2.2 million dollars in net cost savings over a 10-year period. Not only do the changes significantly reduce administrative paperwork and bring the filing process to the 21st century but also creates a much-needed supply chain flexibility.
