Harmonization Corrections
PHMSA Corrects its Errors.
As many of you know, the Department of Transportation (DOT) Pipeline and Hazardous Materials Safety Administration (PHMSA) continually strives to keep alignment with international standards. The final rule published on April 10, 2024, intended to adopt various amendments including changes to:
- Proper shipping names
- Hazard classes
- Packing groups
- Special provisions
- Packaging authorizations
- Air transport quantity limitations
- Vessel stowage requirements
In making these changes, PHMSA unintentionally created certain errors within the newly designed Table 4 along with the § 172.101 Hazardous Materials Table (HMT). PHMSA’s update to the final rule, which is effective May 10, 2024, hopes to correct and clarify the errors for the following UN Numbers:
- UN3548, Articles containing miscellaneous dangerous goods, n.o.s.
- UN3538, Articles containing non-flammable, non-toxic gas, n.o.s.
- UN2922, Corrosive liquids, toxic, n.o.s.
- UN2923, Corrosive solids, toxic, n.o.s.
- UN0512, Detonators, electronic programmable for blasting.
- UN3148, Water-reactive liquid, n.o.s.
