PHMSA NOTICE

Pipeline Safety Management System
On March 25, 2025, the Department of Transportation’s (DOT) Pipeline and Hazardous Materials Safety Administration (PHMSA) released a Notice; issuance of advisory bulletin in the Federal Register to promote the implementation of a pipeline safety management system (PSMS) by regulated pipeline owners and operators. It should be noted that:
“Guidance and advisory bulletins are not rules; are not meant to bind the public in any way; and do not assign duties, create legally enforceable rights, or impose new obligations that are not otherwise contained in regulations.”
It is the intention of PHMSA to make owners and operators aware of the benefits of a PSMS which is an organization-wide approach to managing safety risks through systematic procedures, practices, and policies. PHMSA even lists the framework it recommends basing your PSMS off:
- American Petroleum Institute (API) Recommended Practice (RP) 1173: Pipeline Safety Management Systems (API RP 1173).
While the framework is an important aspect of the PSMS, PHMSA also notes ensuring the PSMS program continuously evolves and improves along with implementing a positive safety culture as critical parts of a successful PSMS.
