      PHMSA Issues Their Recommendations for Loading a Cargo Tank

      PHMSA’s latest recommendations for loading cargo tanks offer new guidelines for professionals in the industry.

      According to the latest updates, before engaging in the loading and unloading process, PHMSA advises professionals to ask themselves the following questions and not to proceed until all “no” answers have been addressed. They are as follows.

      Transfer Equipment Connection Questions

      To guarantee a proper connection between the CTMV, facility vessels, and transfer equipment ask:

      • Are you using the procedural checklist to guarantee proper equipment connections?
      • Are the components of the transfer equipment compatible?
      • Is the equipment in use right for the application?
      Packing and Material Compatibility
      Compatibility of any hazmat transfers within containment vessels and the containment vessel itself are crucial for a proper transfer. Ask yourself the following questions to guarantee a smooth process:
      • Is the vessel receiving the shipment free of incompatible contents? Has it been certified?
      • Have you chosen the correct facility vessel for the transfer?
      • Has the CTMV been dedicated for hazmat service?
      • What proof have you that the CTMV was properly cleaned prior to the loading process?
      • What visual aids are there on the receiving containers (GHS label, Chemical Names, etc.)?
      Unmanned Facilities
      To follow the proper procedures for unmanned facility management:
      • Is the procedural checklist readily available?
      • Are there instructions for emergency responses?
      • Are you fully trained on the facilities’ emergency actions?
      Overfills & Unintentional Releases
      To prevent overfills or unintentional releases keep these questions in mind:
      • Do you possess an appropriate PPE if there is a spill or accidental release?
      • Are all of the valves in the correct position according to the operating instructions?
      • Is there sufficient space for the vessel?
      • Are the alarms, safety interlocks, and level gauges in working condition?
      • Have you confirmed the quantity being transferred?
      • Has an inspection taken place?
