PHMSA NPRM: Drug and Alcohol Testing Records

The Department of Transportation (DOT) Pipeline and Hazardous Materials Safety Administration (PHMSA) published its notice of proposed rulemaking (NPRM) in the Federal Register on October 15, 2024, which would allow, but not require DOT-regulated employers and their contractors to use electronic, signatures, forms, and storage of DOT-regulated drug and alcohol testing. The proposed regulatory amendments are intended to allow flexibility while maintaining integrity and confidentiality of current testing, but also reduce costs. The DOT proposed to also amend the PHMSA regulation to keep continuity and conformity through other miscellaneous technical changes and corrections.
